POE(Power of Ethernet) can supply the power using the Ethernet cable, not using the power adapter. 

To use POE for IP cameras, to purchasing the device which supply the power through the POE.

Password can not be initialized as separately.

There's H/W reset button for all the IP cameras like below image. 

*Please kindly review the Quick Start Guide for this reset.

Once you press the H/W reset button more than 8 seconds, the initialization get proceed.
